ECAQA signed Memorandum of Cooperation with the National Evaluation and Accreditation Agency (NEAA), Republic of Bulgaria on May 29, 2023

The ECAQA base of foreign experts includes representatives of the Bulgarian academic community, who are regularly involved in the work of external expert commissions for the accreditation of medical educational organizations.

NEAA was founded with the pursuance of art. 11, para. 1 of the Higher Education Act (HEA), passed by the National Assembly on December 27, 1995. With a Decree of the Council of Ministers No. 189 of August 1, 1996 of adopting a Statute of NEAA and defining the number of employees is constituted the subordinate legislative background of the agency.

NEEA is a statutory body for evaluation, accreditation and monitoring of the quality in higher education institutions and scientific organizations aiming at the enhancement of their teaching and research, as well as of their development as scientific, cultural, and innovative organizations.

NEEA y monitors the ability of institutions, their main units and branches to provide good quality of education and scientific research through an internal quality assurance system.

NEEA mission is to encourage higher education institutions in assuring and enhancing the quality of education they offer by sustaining high academic standards and good education traditions in Bulgaria.

NEAA supports quality assurance of higher education by periodic institutional and program evaluation and accreditation of higher education institutions in Bulgaria, professional fields, regulated professions, PhD programs; by evaluation of projects for opening new professional fields and by post-accreditation monitoring. NEAA has been implementing ESG since January 2017. NEAA is a full member of ENQA and is recorded on EQAR.

Agreement was signed between the State Inspectorate Supervision for Educational Quality (SISQE) under the Cabinet of Ministers of the Republic of Uzbekistan, The Ministry of Health of the Republic of Uzbekistan and the "Eurasian Center for Accreditation and Quality Assurance in Education and Health Care".

This is an official confirmation from the State Inspection for Supervision of Quality in Education of Cabinet of the Republic of Uzbekistan (SISQE) that authorized the ECAQA to carry out the programmatic accreditation in medical and healthcare professions education at the Higher Education Institutions of the Republic of Uzbekistan.

ECAQA signed a Memorandum of Understanding (MOU) with the QASPIR (Quality Assurance Strategic Planning and Institutional Research) to offer professional development opportunities to its members.

The MoU aims to enhance collaboration between the two organizations and to leverage QASPIR’s professional development platform Qedex. The partnership will broaden the scope of professional development offerings to ECAQA members and provide a diverse range of hybrid and online training programs geared towards career education institutions. The MoU also calls for strengthening cooperation through mutually promoting each party’s offerings, webinars, and other networking events.

QASPIR is an International organization based in the USA, UK, MENA and India, has established its credibility in helping a large number of higher education institutions across the globe in the professional development of their faculty, developing quality assurance mechanisms and contributing to promoting institutional research.

By introducing Qedex online courses among higher education institutions in Kazakhstan and CIS countries as well, we provide environment for faculty and staff to easily enhance their professional skills by staying at the workplace.

The key feature of all of the courses on Qedex is being accredited by CPD UK, an internationally recognized professional development body and approved externally before being published on the platform.

We hope that it would be the best opportunity for ECAQA partners and higher education institutions’ staff and faculty to be part of global professional community and create regional private micro-community”.

In December 2020, a Memorandum of Understanding was signed between The Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (Republic of Kazakhstan) and The State Organization “Testing Board for Professional Competence Assessment of Higher Education Trainees in Medicine and Pharmacy at the Ministry of Health of Ukraine”. The main aim of the Memorandum is to ensure the quality of medical and pharmaceutical education and the participation in the accreditation of educational institutions in Kazakhstan and Ukraine.

In December 2020, the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care signed a Memorandum of Understanding with the Association of Medical Societies for Quality (ASMOK), Russian Federation http://asmok.ru/ in order to introduce international principles and best practices for quality assurance in higher education in health care and improve the quality of medical care.

ASMOK is the first Russian professional medical organization focusing on quality issues in healthcare and medical education.

The areas of Understanding include:
1. Exchange of experience in external evaluation and accreditation of educational organisations and educational programmes;
2. Nomination of accreditation experts for the External Evaluation Commissions on accreditation;
3. Joint activities on the quality assurance of education and accreditation;
4. Preparation of joint publications on accreditation in education;
5. Participation in events, which are organised by the partner.

The ANACEC is an administrative authority that is subordinate to the Ministry of Education, Culture and Research of the Republic of Moldova.

The ACACEC’s mission is to implement the state policy on quality assurance of all levels of education and research, which is focused on the best international practices and quality standards contributing to greater economic competitiveness and social cohesion in the Republic of Moldova.

The aim of ANACEC is to ensure an integrated, reliable, objective and transparent system of external evaluation and accreditation of educational institutions and educational programmes, external evaluation of organizations in the field of research and innovation, evaluation of scientific and scientific-didactic staff, control of the quality of all levels of education, including vocational education, higher and continuing education in the Republic of Moldova.

On November 2019, The Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA) signed a Memorandum of Understanding with The The Agency for the Accreditation of Educational Programs and Organizations (AAEPO), the Kyrgyz Republic.

The Memorandum was signed by the Director General Prof. Saule Sarsenbayeva on behalf of the ECAQA and Director, Prof. Baktybek Ismailov by the on behalf of the AAEPO.

The Independent Agency for the Accreditation of Educational Programs and Organizations was established in 2014. Non-profit institution "The Agency for the Accreditation of Educational Programs and Organizations" is a non-profit organization, which has legal status, established to enhance the competitiveness of the professional education of the Kyrgyz Republic through conducting accreditation. The Agency's goal is to provide institutional and program accreditation of educational organizations and to develop methodology, technologies, standards and criteria for the accreditation of educational programs and professional education organizations. On October 2, 2019, The Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA) signed a Memorandum of Understanding with The Hungarian Accreditation Committee (HAC)/Magyar Felsőoktatási Akkreditációs Bizottság (MAB), Hungary. The Memorandum was signed by the Director General Prof. Saule Sarsenbayeva on behalf of the ECAQA and by the President Prof. Valéria Csépe on behalf of the HAC.

The HAC is a national-level, independent body of experts tasked with the external evaluation of the quality of educational and related research activities and the internal quality assurance (QA) systems of higher education institutions in Hungary. On October 2, 2019, The Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA) signed a Memorandum of Understanding with The European Quality Assurance Agency (EQAA), Germany. The Memorandum was signed by the Director General Saule Sarsenbayeva on behalf of the ECAQA and by the Managing Director Prof. Bastian Baumann
on behalf of the EQAA.

EQAA offers international accreditation to universities, other higher education institutions and a wide range of other education and training providers, including providers of technical and vocational education. EQAA has been established on the basis of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) and operates accordingly. EQAA is the first international agency offering institutional accreditation. EQAA also offers accreditation of individual study programmes and other qualifications. On June 11, 2019, a Memorandum of Cooperation was signed between the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care, Republic of Kazakhstan, Almaty, and the Certification Association “Russian Register”, Russian Federation, St. Petersburg (https://rusregister.ru/news/russian-register-and-eurasian-accreditation-center-signed-memorandum-of-cooperation/)

“Russian Register” was established in 2001 and has the largest amount of international, national and sector accreditations, notifications and recognitions among Russian Certification Bodies, including accreditation of the RF Federal Accreditation Service and members of the International Accreditation Forum IAF, which allows its clients to solve any tasks related to business development and entry into new markets by means of ensuring their maximum recognition.

The Mission of “Russian Register” is to help organizations achieve international, national and sector market success by means of providing superior services on expert assessment and certification.

On October 2, 2019, The Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA) signed a Memorandum of Understanding with The Association of Medical Schools in Europe (AMSE). The Memorandum was signed by the Director General Saule Sarsenbayeva on behalf of the ECAQA and by the President Peter Dieter on behalf of the AMSE.

The Association of Medical Schools in Europe was established as The Association of Medical Deans in Europe in 1979. 71 medical schools (universities) in Europe, the UK and the CIS countries are members of the Association. http://www.amse-med.eu/about-amse/

The AMSE seeks to stimulate cooperation between medical schools-members of the association, as well as initiates and maintains relations with other professional, governmental and non-governmental organizations in education, research and health care. The AMSE in cooperation with An International Association for Medical Education (AMEE) creates discussion platforms for medical faculties (universities) to share experiences in education, research and management. From 2004 till 2013, the President of the AMSE was Professor David Gordon who is currently the President of the World Federation for Medical Education (WFME). Since 2014, the President of the AMSE has been Professor Peter Dieter.

The Council for Higher Education Accreditation International Quality Group (CHEA/CIQG, USA) has announced the availability of the CHEA/CIQG International Directory focused on accreditation and quality assurance. The directory contains information for more than 500 quality assurance agencies and accreditation bodies in approximately 175 countries.

ECAQA as a specialized/professional accreditation agency in medicine, biomedicine and health sciences is included in the CHEA/CIQG International Directory.

In April 2019, a Memorandum of Cooperation was signed between the Eurasian Сentre for Accreditation and Quality Assurance in Higher Education and Health Care, the Republic of Kazakhstan, Almaty, and the National Centre for Public Accreditation, the Russian Federation, Yoshkar-Ola (https://ncpa.ru/).

The National Сentre for Public Accreditation is an autonomous non-profit organization that was established in 2009 by the Guild of Experts in the vocational education and other legal entities in order to organize and conduct accreditation of organizations in the area of education.

The mission of the National Сentre is to improve the quality of education, form and promote quality culture in higher education and enhance the image of Russian education in Russia and abroad by conducting professional and public accreditation of educational programmes in accordance with European standards for quality assurance of education and according to European technologies, taking into account the legislation of the Russian Federation and the best traditions of Russian higher education.

On March 2019 the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care signed the Memorandum of Understanding with the The National Center for Professional Education Quality Assurance Foundation/ANQA (http://www.anqa.am/en). The MOU was signed by Professor Saule Sarsenbayeva, the Director General of the ECAQA and Ruben Topchyan, the Director of the ANQA. The National Center for Professional Education Quality Assurance Foundation (ANQA) is an independent organization founded by RA government in 2008. ANQA implements quality assurance processes through institutional and programme accreditation in preliminary, vocational and higher educational institutions.




MoU ECAQA & ANQA Armenia

A Memorandum of Understanding was signed between the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA), the Republic of Kazakhstan, and JAMK University of Applied Sciences, Finland, on 31 May 2018 in Almaty.

The purpose of the Memorandum is to improve approaches to ensuring quality of nurse education in the Republic of Kazakhstan.

JAMK University of Applied Sciences (http://www.jamk.fi) comprises four training units: The School of Business, The School of Health and Social Studies, The School of Technology and The Teacher Education College. JAMK was awarded with Erasmus Golden Award for Excellence 2013 as the most international university in Europe. In 2013, The Finnish Education Evaluation Centre (FINEEC) extended the JAMK quality label until 2019.

ECAQA has signed the CHEA International Quality Group (CHEA/IQG) Memorandum of Affiliation: Promotion Partnership in Quality Assurance Council for Higher Education Accreditation (CHEA) is a national advocate and institutional voice for promoting academic quality through accreditation. CHEA is an association of 3,000 degree-granting colleges and universities and recognizes 60 institutional and programmatic accrediting organizations.

The CHEA International Quality Group (CIQG) was launched in September 2012 by the Council for Higher Education Accreditation (CHEA), a non-profit, non-governmental association focused on U.S. accreditation and higher education quality assurance worldwide.

The CHEA International Quality Group (CIQG) is a rewarding and important forum for colleges, universities, accrediting and quality assurance organizations and others worldwide to address issues and challenges focused on quality and quality assurance in an international setting. The CIQG provides service designed to assist institutions and organizations in further enhancing capacity for academic quality; advance understanding of international quality assurance; provide research and policy direction. This venture will bring together people, ideas and resources from around the world to tackle issues ranging from defining quality and addressing rankings to combating degree mills and accreditation mills.

The National Assessment and Accreditation Council, INDIA

On March 24, 2018, in Nagpur, India, on the Asia-Pacific Quality Network (APQN) Annual Conference on “Capacity Building for Next-Generation Quality Assurance in Higher Education”, the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care signed the Memorandum of Understanding with the National Assessment and Accreditation Council (India). The MOU was signed by Professor Sarsenbayeva S.S., the Director General of the ECAQA and Dr. Jagannath Patil, the Advisor of the National Assessment and Accreditation Council (NAAC).
